Nikolai Koltsov. The history of Koltsovo is inextricably linked with history  State Scientific Center  virology and biotechnology  "VECTOR" .  Population - 17480 people.  

          A significant event for Koltsovo in 2019 was the meeting of the Council for Science and Education held on February 8 and the meeting of the President of Russia V.V. Putin with the scientists of the Siberian Branch of the Russian Academy of Sciences (SB RAS), when it was decided to develop a model of the Novosibirsk Scientific Center with a high concentration of research with the working title "Akademgorodok 2.0". 

The development plan of the Novosibirsk Scientific Center involves projects to improve scientific, innovation, social, engineering and transport infrastructure, including construction  Siberian ring photon source  - "SKIF" directly on the territory of the science city Koltsovo.

       In accordance with the competition task, the expressive means used in the architectural concept should reflect the specialization of the Koltsovo science city, which is a territory where innovations are born based on the development of the life sciences.

         The main goal of the presented space-planning solution  -  combining all the many functions of a cultural center  into a single visual-spatial scenario. Visual impression is an imperceptible, but effective basis for cultural development, therefore, not a single fragment of a building is secondary, especially for public and transit spaces -  foyer, halls, stairs, entrance area.   The volume of the building is largely shaped by the internal structure, and the interiors play a significant role in the external appearance of the building and in internal navigation.
